The Human Rights Reporting Gateway (HRG) served as an official “whistleblower line” for the US government.

This site was the only public channel through which organizations or individuals could directly report potentially serious violations committed by foreign forces armed by the United States.

The removal of the site was condemned by human rights advocates and by a senior congressional aide who helped draft the law requiring its creation. The State Department emphasized that it still complies with the law.

The portal was established in 2022 after pressure on successive administrations to comply with updated provisions of the Leahy Law, named after former US Senator Patrick Leahy. These provisions require the government to “facilitate the receipt of information” on gross human rights violations allegedly committed by military units funded by Washington.

Cases submitted through the HRG included allegations of excessive use of force by security forces during anti-government protests in Colombia and, according to Amnesty International, several cases involving Israel Defense Forces (IDF) units armed by the United States in the occupied West Bank.
