U.S. Ambassador to NATO Matthew Whitaker told reporters on Thursday, “We are all moving quickly to facilitate and complete this, and I think things are moving very fast. But I can’t confirm a date for when everything will be finalized.”

On Monday, Trump announced he had reached an agreement with NATO Secretary General Mark Rutte for European alliance members to buy U.S. weapons—particularly advanced Patriot systems—and transfer them to Kyiv. However, questions have arisen about where the systems will come from and how soon they can reach Ukraine due to ongoing Russian bombardments.

NATO's top commander in Europe said preparations are underway to send the first Patriot systems to Ukraine under the plan.

U.S. General Alexus Grynkewich said there are “ongoing discussions” about whether the U.S. will sell Patriots from its military stockpiles.

Meanwhile, the Swiss government stated that the delivery of U.S. Patriots to Switzerland will be delayed as Washington reassesses its priorities to support Ukraine more effectively.

These moves follow Trump’s effort to shift the burden of sending additional weapons to Ukraine onto Europe, causing a slight strain in EU–U.S. relations.

EU foreign policy chief Kaja Kallas said, “If we are paying for these weapons, it’s our support.”
