According to the Prime Minister's Office, the new phase aims to strengthen Israel's growth objectives, technological sovereignty, and ambition to maintain global leadership in artificial intelligence. The first stage includes three key initiatives: developing Israel's first domestic quantum computer, establishing a national testing site for physical AI, and building national capabilities in foundation AI models.

National AI Director Erez Eskel said, "Government Resolution No. 4255 is intended to secure Israel's leading position in the global AI landscape. We are rapidly turning vision and strategy into practical implementation."

Evyatar Peretz, Senior Deputy Accountant General at the Ministry of Finance, said, "The steps we are taking—from quantum computing to physical AI and foundation models—will reduce barriers for the sector, strengthen technological sovereignty, and pave the way for breakthroughs on a global scale."
