Sybiha, citing the UN Human Rights Monitoring Mission in Ukraine, stated that in July, the number of civilian casualties in Ukraine reached its highest level since May 2022, with 286 Ukrainian civilians killed and 1,388 injured.

He stressed that Russia's missiles, drones, and bombs continue to kill civilians even in homes and hospitals, adding: "These war crimes will inevitably be held to account."

Sybiha said that an immediate and unconditional ceasefire is the first step to stopping Russia's "terror", and added: "European and transatlantic unity is the only way to stop Russia's war against Ukraine and ensure global stability based on international law."
