According to a statement by Qatar’s Ministry of Foreign Affairs, the ministers expressed deep concern at their September 21 meeting over the ongoing humanitarian suffering in Gaza. They called on Israel to implement without delay its unfulfilled commitments under the First Phase of the Comprehensive Plan.

In this context, it was stated that humanitarian aid and “Early Recovery” materials must be delivered to Gaza immediately, safely and without obstruction, and that critical infrastructure must be repaired. The ministers also emphasized the importance of maintaining the ceasefire and ending all violations.

At the meeting, it was stated that the Roadmap is an integral part of the Comprehensive Plan and provides the framework for implementing the Second Phase. This phase was said to include Israel’s full withdrawal, the decommissioning of weapons, the deployment of the International Stabilization Force, the Gaza Administration National Committee assuming responsibility across the Gaza Strip, and the launch of Early Recovery and Reconstruction processes.

The ministers called on all parties to fulfill their respective commitments in good faith and without delay.
