According to a statement by the Ukrainian Ministry of Foreign Affairs, Foreign Minister Andrii Sybiha rejected claims that Russia's attacks on civilian shipping and port infrastructure in the Black Sea were a response to Ukraine's actions.

Sybiha stressed that Russia's actions against the Black Sea maritime corridor do not constitute any form of "response" or "retaliation".

Sybiha stated that the campaign of terror against civilian shipping did not begin in July 2026, noting that since 2022 Moscow has systematically targeted Ukrainian ports, infrastructure, agricultural exports, civilian vessels, their crews, and grain storage facilities.
