Ukrainian Foreign Minister Andrii Sybiha commented on Russia's attacks against port infrastructure and civilian vessels, as well as their impact on global food security.

Rejecting Russia's claims regarding the justification for the attacks, Sybiha said: "Russia's terror against the Black Sea maritime corridor is not a 'response' or 'retaliation' to anything. Do not fall for the false narrative that Russia's attacks are caused by Ukraine's actions elsewhere. This is a deliberate lie."

Referring to the history of the terror campaign, Sybiha said: "Russia's terror campaign against civilian vessels did not begin in July 2026. Since 2022, Moscow has systematically targeted Ukraine's ports, infrastructure, agricultural exports, civilian ships, crews, and grain storage facilities."

Commenting on the consequences of the attacks, Sybiha stated: "Since 2022, Russian attacks have damaged or destroyed 1,054 port infrastructure facilities, struck 232 civilian vessels, and killed or injured 307 civilians. There is no 'excuse,' 'reason,' or 'justification' for its terror."

Emphasizing the importance of the Black Sea maritime corridor, Sybiha concluded: "Ukraine's maritime corridor is a vital lifeline for global food security. Since becoming operational in September 2023, it has transported 208.9 million tonnes of cargo, including 123.8 million tonnes of grain, feeding families in more than 55 countries. That is precisely what Russia is targeting."
