Additionally, Galuzin recalled that the document includes provisions regarding the disarmament of the country, denazification, and the prohibition of the deployment of foreign troops and bases on Ukrainian territory.

The Russian Deputy Foreign Minister also emphasized the importance of considering the position of Russian President Vladimir Putin, as expressed during negotiations in June 2024, as well as the current realities on the ground.

Galuzin stated that Moscow had not received any specific offers suitable for starting negotiations. The diplomat noted that the West often announces that negotiations will begin soon only to manipulate the information space.

Russian President Vladimir Putin has repeatedly stated that the Russian Federation has never refused peace talks, but they should be conducted based on the provisions agreed upon in Istanbul and not on "temporary demands." Putin also stated on January 28 that "anyone" could negotiate with Russia on behalf of Ukraine, but only legitimate representatives should sign binding documents.

The last round of negotiations between Russia and Ukraine took place on March 29, 2022, in Istanbul and lasted about three hours. Later, Kyiv officially refused to continue contacts with Moscow. On October 4 of the same year, the decision of the National Security and Defense Council of Ukraine, which declared negotiations with Putin impossible, came into force.
