The plan also includes the establishment of an International Stabilization Force (ISF), to which, according to the US, numerous countries – not publicly named – have offered to contribute.

The resolution was supported by 13 countries, including the United Kingdom, France and Somalia, with none voting against. Russia and China abstained.

A spokesperson for UN Secretary-General Antonio Guterres said that the adoption of the resolution was “an important step in consolidating the ceasefire.” Hamas, however, rejected the decision, stating that it does not meet the rights and demands of the Palestinians.

In a statement on Telegram following the vote, Hamas said that the plan “imposes an international guardianship mechanism on the Gaza Strip, which our people and our supporters reject.”

Hamas added: “Assigning missions and roles to an international force in the Gaza Strip, including the disarmament of the resistance, deprives it of its neutrality and turns it into a party to the conflict in favor of the occupation.”

Under the resolution, the ISF will work together with Israel and Egypt, as well as with a newly trained and supervised Palestinian police force, to secure border areas and to oversee the permanent disarmament of non-state armed groups, including Hamas.

Up to now, police in the area have operated under Hamas’s authority.

The Security Council also approved the creation of a temporary governing body called the Peace Board (BoP), which will oversee the work of a technocratic and apolitical Palestinian committee and supervise Gaza’s reconstruction and the distribution of humanitarian aid.

According to the resolution, funding for Gaza’s reconstruction after two years of war will come from a World Bank-backed trust fund.

The resolution stipulates that both the ISF and the BoP will work in conjunction with a Palestinian committee and the police force.

On the Truth Social platform, Trump wrote: “This will go down as one of the greatest approvals in United Nations history, will lead to more peace around the world, and is truly a historic moment!”

Unlike earlier drafts, the resolution refers to a credible path toward the Palestinians’ right to self-determination and statehood – language supported by several Council members.

Israel strongly opposes the creation of a Palestinian state, which constitutes a major obstacle on the path toward future statehood. Key Arab states had pressed the drafters of the resolution to include the Palestinians’ right to self-determination in the text.
