An interactive dialogue on the human rights of women and children in conflict and post-conflict situations was held during the 63rd session of the United Nations Human Rights Council (UNHRC).

The meeting, held in Geneva, took place under Agenda Item 3 of the UNHRC and within the framework of implementing Human Rights Council Resolution 60/19.

Qatar’s Permanent Representative to the United Nations Office in Geneva, Dr. Hend Abdulrahman Al Muftah, participated in the dialogue and delivered remarks on behalf of Qatar and Costa Rica, the core group members of the resolution.

Al Muftah said the initiative conducted within the framework of the interactive dialogue aims to address the challenges faced by millions of women and children affected by armed conflicts. She said the initiative seeks not only to reaffirm the rights of women and children but also to address violations through concrete mechanisms for protection, accountability, justice and reparations.

Stating that women and children face grave violations in armed conflicts around the world, Al Muftah cited various forms of violence, killings, displacement and separation from families, as well as the risks children face of exploitation, forced recruitment into armed groups and abduction. She also noted that children are deprived of education, healthcare services and basic protection.

Al Muftah said these violations are compounded by breaches of international human rights law and international humanitarian law, adding that some acts may constitute war crimes or crimes against humanity.

Noting that victims struggle to access justice due to inadequate protection, a lack of accountability mechanisms and limited access to effective remedies and reparations, Al Muftah emphasized the need for concrete measures to protect women and children.

Al Muftah also said Qatar remains committed to advancing the implementation of Human Rights Council Resolution 60/19 and called on parties to armed conflicts to fulfil their obligations, comply with human rights standards and the rules and principles of international humanitarian law, and ensure their effective implementation.
