Guterres: The responsibility of the UN Security Council is unique
New York, 26 January (Hibya) – United Nations (UN) Secretary-General António Guterres spoke about the representative authority of the Security Council, the only body with the power to take binding decisions on peace and security.
UN Secretary-General António Guterres made a statement on the role of the United Nations Security Council in the global security architecture and the structural changes needed.
Drawing attention to the Council’s legal status and unique role, Guterres said: “The United Nations Security Council is the only body authorized to act on behalf of all Member States on matters of peace and security.”
Guterres added: “Only it takes decisions that are binding on everyone. No other institution or ad hoc coalition can legally require all countries to comply with peace and security decisions. Its responsibility is singular and unique. This obligation is universal.”
Emphasizing the need to update the current structure, Guterres said: “That is why reform is essential. That is why we must act without delay to enhance the representation and effectiveness of the Security Council.”
