Ukrainian President Volodymyr Zelensky said on Tuesday that the mandate of the Ukrainian delegation would be “adjusted” in response to the bombardments, noting that this confirms that “positions in Moscow have not changed, they continue to bet on war and the destruction of Ukraine, and do not take diplomacy seriously.”

While all sides described the previous round of talks as “constructive,” the negotiations remain far from reaching a concrete agreement; the main issue continues to be the future of Ukrainian territories.

Meanwhile, efforts are ongoing in Brussels to find a compromise on the EU’s €90 billion loan for Ukraine. The European Commission hopes to make the first payments in early April, but the “Made in Europe” requirement—intended to ensure the funds primarily support Ukrainian and European domestic defense industries—has become a point of contention among capitals.
