This visit marks the first time since the start of the war between Russia and Ukraine in 2022 that a senior Russian official visits Washington for talks, and it is seen as a step towards a noticeable warming of relations between the two countries since President Donald Trump returned to office in January.

Dmitriev is a close advisor to President Putin and took part in the Russian delegation that visited Riyadh, Saudi Arabia, in February to discuss a possible agreement to end the war in Ukraine.

One source said the U.S. government temporarily lifted sanctions against Dmitriev to allow the State Department to issue him a visa to enter the United States. Another source mentioned a request had been submitted to the Treasury Department to suspend the sanctions temporarily.

The meeting between Kirill Dmitriev and Steve Witkoff is expected to take place today.
